Mr. Gilligan has over 25 years of managerial experience in leading very large information technology organizations.

As General Manager of SRA International’s $300+M/year defense business unit, he provided complex software-intensive systems and IT services to the Military Services and Combatant Commanders. He guided his organization to ISO 9000 and CMMI Level 3 certifications as well as to achieve a significantly expanded DoD market presence.

In his government career, Mr. Gilligan successfully managed some of the most complex information technology development and integration programs and was widely recognized as a leading innovator.

He is widely recognized for his success in establishing effective IT governance processes, implementing leading edge technology solutions and groundbreaking partnerships with industry.
