John Gilligan previously served as CIO to the U.S. Air Force and the U.S. Department of Energy. He is recognized as one of top CIOs in the Federal government.
As CIO of the U. S. Department of Energy, John led the Year 2000 efforts for the U. S. Energy Sector and improved security across the Department following cyber security incidents at Los Alamos Laboratory and other facilities.
As Air Force CIO, Mr. Gilligan was effective in consolidating the Air Force’s complex IT infrastructure; establishing an IT Commodity Council (that has saved over $200M); fielding a service oriented architecture (SOA) supporting 700,000 users; initiating the AF Standard Desktop Configuration (which later became the Federal Desktop Core Configuration (FDCC); and establishing governance processes for enterprise architecture, portfolio management, and IT standards.
